WINNEBAGO COUNTY, Ill. – Recently, the Winnebago County Board approved the appointment of Board Member John Sweeney (R-20) to the Quad Cities Regional Economic Development Authority (QCREDA). QCREDA is one of ten Regional Development Authorities across the State created by state law as a Special District unit of government. Its primary function is to provide for low-cost tax-exempt bond financing for eligible projects such as small manufacturing, affordable housing, not-for-profit entities such as hospitals, private universities and YMCAs, local government infrastructure, educational facilities, and other special purpose projects.
As current chair of the Economic Development Committee, Sweeney will provide representation of Winnebago County and support our region's priority of economic development efforts.

The QCREDA previously consisted of nine counties including Stephenson, Jo Daviess, Carroll, Whiteside, Lee, Rock Island, Henry, Mercer, and Knox, but recently added Winnebago and Boone Counties to the QCREDA. The total Board consists of now 18-members, one each from the eleven counties appointed by the County Board chair and affirmed by the County Board, six appointed by the Governor, and one member representing the Department of Commerce and Economic Opportunity.
The QCREDA also has its own enterprise zone and can offer those benefits to projects that are not otherwise included in an enterprise zone. To discuss specific economic development opportunities with Sweeney, please email
