Vendor Self Service

Welcome to Vendor Self Service, a better way to do business with Winnebago County!

Beginning in late 2019, the County developed an on-line Vendor Self Service (VSS) database for potential bidders. You can also update your profile, including address, contact information and commodities information.

New Vendor Registration instructions: As a vendor you will receive notification of County bidding opportunities that match your product(s) and/or service(s). New users should click on "register" to create an account. The registration process creates a new record in VSS. After staff review, your VSS record status will be updated to Active.

Existing County Vendors: If you are an existing vendor, you can log-in and gain access to your information through VSS. You must have your vendor number in order to log in and access their profile.  Call (815) 319-4380 or email This email address is being protected from spambots. You need JavaScript enabled to view it. to request your existing County Vendor ID number.

All Potential County Vendors: Potential vendors may also complete the registration process and be given limited access to VSS. Potential vendors must complete the vendor registration and attach a completed and signed W-9.  We prefer documents are attached using VSS, but you may submit them by email or USPS mail. The registration process creates a new record in VSS. Upon review and validation of the information, staff will set your record status to Active in VSS.

Commodity Codes: Enter the Commodity Codes that indicate each of the Commodity Codes that best fit your business. We suggest you review the Commodity Code listing under "Resources" at the top of the VSS main page, before you begin your registration process.

Attachments: Please upload your most recent W-9 Form under Attachments. 


Password Information: Passwords expire every 180 days and must meet the following criteria:

  • Must be at least 8 characters
  • Must contain 1 upper-case and 1 lower-case letter
  • Must contain at least 1 numeric character

Forgot your password? Select "Login" in the top right corner, then select "Forgot your password?" A link to reset your password will be sent to your email address. If you are still unable to get into Vendor Self Service, call the Purchasing Department at (815) 319-4380. You MUST know your User Name in order for staff to reset your password.
