County Board approves appointments for River Bluff Nursing Home Board of Directors

WINNEBAGO COUNTY, Ill. – In order to have more oversight of its business operations, the Winnebago County Board recently approved the creation of a Board of Directors for River Bluff Nursing Home, with the goal of becoming economically viable and achieving long term success.

On Thursday, February 23, 2023, the County Board unanimously approved nine (9) appointments to this Board, which is comprised of eight members and one County Board member appointed by Winnebago County Board Chairman Joe Chiarelli, with the advice and consent of the County Board:

3. Jay Ferraro, Former Union Staff Representative
4. Teresa Gobeli, BSN/Northern Illinois Hospice
5. Jim Knutson, HR/Aircraft Gear Corporation
6. Bernice Marinelli, RN/Anam Care, Inc.
7. Bob Nieman, Crosby Starck Real Estate
8. Frank Perrecone, Ferolie & Perrecone, Ltd.
9. Steve Schultz, CPA

The River Bluff Nursing Home Board of Directors receives no annual compensation. Each board member will hold office for a term of four (4) years serving no more than three (3) consecutive terms. The Board of Directors shall be representative of the community and possess specific expertise ranging from health care, finance, human resources, legal services and marketing.

"It was important for us to assemble a diverse Board of Directors including a lawyer, an accountant, a nurse, a firefighter; qualified candidates who could bring new perspectives," said County Board Member John Butitta, who will serve as the County Board Liaison for the Board of
Directors. "It has been a long year and a half journey to get to this point, but we are far from
the finish line. We are just getting started and there is much work to be done."

The current River Bluff Nursing Home Advisory Board conducted its final meeting earlier this
month and will be disbanded. The new Board of Directors will be tasked with overseeing
business practices and identifying ways to improve productivity both operationally and
financially.

"Above all else the goal is to ensure that River Bluff becomes self-sustaining and does not need
to rely on our General Fund budget," said Chairman Joe Chiarelli. "We hired Baker Tilly to
conduct a financial audit of River Bluff, which will provide valuable information to the Board of
Directors on what practices are taking place and also identify areas of improvement."

Following these appointments the Board of Directors will meet to organize leadership positions,
establish meeting structure and dates, and develop bylaws for its organization, pending County
Board approval.

The next Winnebago County Board meeting is scheduled for Thursday, March 9, 2023 at 6 p.m.
